Coal ash regulation will depend on who gets elected

Despite much controversy coal ash, Congress isn't likely to move on new regulations until after the election, and then action will depend on the priorities of the party controlling the White House, Juliet Eilperin of The Washington Post reports. The U.S.'s 431 coal-fired power plants produce 140 million tons of ash a year. About 60 percent is stored in landfills, ponds and mines, and evidence suggesting leaks are a problem had been growing. The issue is rural because that's where plants and disposal areas are located. The Environmental Protection Agency gave 45 ponds at 27 locations a "high hazard potential" rating, meaning that if they break or leak, it would likely result in loss of life. Environmental groups in the last month have sued operators of 14 power plants in North Carolina and four in Illinois over coal-ash contamination, and ash-contaminated water at 197 sites in 37 states, according to Earthjustice.

President Obama and Mitt Romney have touted their love of the coal industry, and the idea of coal ash as a hazardous waste creates controversy. Obama's EPA moved toward regulating more strictly, then backed off. If it is officially labeled hazardous, EPA will have direct control over it and new handling procedures on utilities will be implemented, something that would increase utilities' costs. The EPA and environmentalists say new regulations will encourage more utilities to recycle coal ash into concrete and other products, but recycling companies and mining industry officials say this will be less likely if it's labeled as hazardous. As dams crumble, states can't keep up with inspections and repairs; look up your local dams

"The number of deficient dams in the U.S. — those with structural or hydraulic issues that increase the risk of failure — is rising dramatically, outpacing the rate at which they can be fixed. But as austerity continues across governments, funds for inspection and upkeep are static or shrinking in most states," Jim Malewitz of Stateline reports. Last year, there were just 422 full-time state employees overseeing more than 87,000 dams in the entire country. Of those dams, 11,388 were listed as "high-hazard," which means they are likely to fail and cause deaths. There's little help on the way from state legislatures, and dam safety advocates hope federal legislators will pick up the slack. When it returns after the election the U.S. Senate will be asked to reauthorize the 2006 National Dam Safety Act, an annual $14 million program that expired a year ago. That program helped states retain staff, educate dam owners and buy essential equipment.

Most dams were built before 1970, including more than 2,000 that are more than 100 years old, and are very prone to damage that could cause failure. State dam inspectors have a hard time keeping up. Alabama doesn't have a safety program, leaving its more than 2,000 dams un-inspected. South Carolina employs fewer than two full time-equivalent workers to oversee its 2,380 dams.

With so many dams to inspect, states classify them by estimated hazard, but changing demographics can lead to faulty classifications. "Suburban development has pushed into rural areas where engineers long ago planned dam construction with only agriculture in mind," Malewitz explains. "Those dams were considered low-hazard; failure meant only flooded land -- not inundated homes or businesses or threatened lives." (Read more)

Drought lowers Great Lakes levels, stifles shipping

The severe drought in the Midwest has lowered levels in the Mississippi River and in Lakes Michigan and Huron, stifling the shipping industry that depends on them. According to the Army Corps of Engineers, the lakes are down almost a foot from last year, and in the next few months could break a record low set in 1964. Water levels near ports on the lakes determine how much coal, iron, grain and other cargo can be shipped, Joe Barrett and Caroline Porter of The Wall Street Journal report. "This is very much an industry where inches count," Lake Carriers' Association Vice President Glen Nekvasil said. He told Barrett and Porter that lower lake levels means ships are carrying about 1,200 to 1,500 fewer tons per load, a loss that is very hard to recover.

Low water also highlights the need for more dredging of ports to keep them clear of sediment, the reporters write. The Corps of Engineers has identified at least $200 million worth of dredging needs in the lakes' channels and harbors. (Read more)

Water-conservation PSAs do a drip-drip-drip on Internet as drought recovery slowly begins

This summer's massive drought has infiltrated the national consciousness and now resonates within our video culture. YouTube has become inundated with public-service announcements about water conservation, Felicity Barringer of The New York Times reports. Making a video seems to be "the school project du jour," she writes, but others stand out.

"Often, contributions to the art form show someone cavalierly overusing water in the sink or shower and are supplemented by statistics about the amount of water wasted every year. One variant features water wardens — like the 'Saturday Night Live' comedians Horatio Sanz and Rachel Dratch — dropping in on the bathrooms and kitchens of unsuspecting water spendthrifts," Barringer reports. There is one featuring toddlers from France, and another from Malaysia. Some use music; "Sesame Street" characters assist on others.

In redefinining 'rural,' Senate version of Farm Bill could cut funds for neediest rural areas

The Senate version of the Farm Bill would streamline definitions of “rural” but one result "could be less funding for the very areas that most meet what many Americans would consider the targeted recipients for these programs," Farm Bill policy expert Aleta Botts writes for The Rural Blog and the Daily Yonder.

USDA Rural Development programs use varying definitions of “rural area,” Botts explains. “Rural water programs are allowed to go only to cities, towns, or unincorporated areas of fewer than 10,000 people. The limit for community facility programs (which pay for libraries, health centers, and many other community brick-and-mortar investments) is 20,000, while the limit for business programs is 50,000.” The Senate bill would use a 50,000 limit for all programs.

That could hurt rural areas with small populations, Botts writes. She notes testimony by the National Rural Water Association that more than 400 communities will have to wait until at least next year for water-project money. “This is an oversubscribed program and has been for years,” she writes.  “If it is oversubscribed now with its limit at 10,000 people, what will result when the population limit is raised to 50,000?”

The bill sets aside half of one rural water program’s funds to communities with fewer than 3,000 people and gives a “priority” to areas with fewer than 5,500. “But more than 80 percent of the funding already goes to areas of 5,000 or fewer, according to the National Rural Water Association testimony, so this language may actually mean little in practice,” Botts writes. More than half of Georgia in exceptional or extreme drought, but governor seems to deny it exists

Georgia has been dealing with extreme to exceptional drought through the summer at the same level or worse than states in the Midwest and Great Plains, but its farmers' plight has been largely ignored by the news media, and at least publicly by its own governor. The state has spent more years in drought than in normal conditions since 1999, and more than half of it is now in extreme or exceptional drought. Yet, Republican Gov. Environmentalists, scientists and farmers say drying rivers, streams and reservoirs and rainfall data are proof of the drought, but the state's resistance to more drastic measures to remedy drought "stems from its desire to protect its business-friendly image," Neela Banerjee of the Los Angeles Times reports. "Atlanta is the brightest symbol of the 'New South,' and the Southern miracle depends on the use of natural resources, and the key resource is water," said Flint Riverkeeper Executive Director Gordon Rogers. Georgia's political agenda is largely set by Atlanta and surrounding areas, inhibiting attention to issues facing smaller, more rural communities to the south, Banerjee reports.

When the drought of 2007-08 hit Atlanta hard, Banerjee reports the government took "dire steps" to ensure adequate water supplies, but the state is downplaying the current drought. The state Environmental Protection Division's official position is that asking urban residents to conserve water would not help the drought-riddled part of the state, even though hydrologists say it would increase stream flows and improve water quality, which typically deteriorates during drought. Deal has annexed the state climatologist's office from the University of Georgia into his administration, leaving some to charge that it reduces the office's independence. (Read more)

Farm groups want Supreme Court to exclude forestry activities from Clean Water Act permitting

A group of farm organizations last week filed a friend-of-the court brief with the U.S. Supreme Court regarding the Clean Water Act's permitting requirements for stormwater runoff from forestry activities, Farm Progress reports. The American Farm Bureau Federation, the National Pork Producers Council and the National Council of Farmer Cooperatives are urging the court to exempt stormwater runoff from forestry activities from Clean Water Act permitting. The Ninth Circuit Court of Appeals last year ruled the Environmental Protection Agency's silviculture rule invalid. The groups explain in their brief that Congress decided in its 1987 Clean Water Act amendments that stormwater from agriculture and forestry "has always been intentionally excluded from federal permit requirements," Farm Progress reports. The groups say the logging shouldn't be considered an industrial activity, which means its stormwater discharges must be approved under the EPA's National Pollutant Discharge Elimination System.

American Farm Bureau General Counsel Ellen Steen said Congress has never allowed EPA to mandate particular forestry practices because Congress "has always recognized that stormwater runoff from these activities . . . is best left to state and local authorities." (Read more)

Water pollution from oil and gas drilling can be expected in karst regions, federal expert says

More and more drilling applications have been filed during the natural-gas boom for karst regions, with "a type of geology made of rocks that dissolve in mildly acidic water over time," and and oil and gas wells do fail over time in karst regions, which provide easy geologic pathways for pollution, says James Goodbar, head of the Bureau of Land Management's caves and karst resources program, reports Gayathri Valdyanathan of Energy and Environment News.

Scientists worry that contamination will increase if drilling increases in these regions. If drilling is properly done, with the correct amount of steel and cement casings, not much casing is needed in most geologic structures. But when well bores intersect with caves, drilling can pose greater risks. The cement and metal can corrode and leak over time because it's not surrounded by rock. "Threats to the springs and the wildlife that depend on them may be significant," Valdyanathan reports.

The BLM updated requirements for karst drilling in 2006, requiring at least three layers of high-grade steel and cementing, and plugging from the lowest karst zone when abandoning a well. But those standards aren't applicable on non-federal karst lands, or on older wells. (Read more)

Gas drillers and farmers in West fight over water

Increased natural-gas drilling, which uses water-intensive hydraulic fracturing to obtain gas, has started a race for water in the West between companies and farmers. A single well can require five million gallons of water, and companies are snatching up what they need at water auctions, farm ponds, irrigation ditches and municipal fire hydrants, often leaving farmers high and dry in the arid landscape, reports Jack Healy of The New York Times. Environmentalists and farmers are concerned the deep pockets of energy companies will give them the edge in getting water rights, and this summer's drought amplified those concerns, Healy reports. "I don't think in reality that the farmer can compete with oil and gas companies for that water," Colorado corn and alfalfa farmer Peter Anderson told Healy. "Their return is a hell of a lot better than ours."

In average years, farmers pay about $30 for an acre-foot of water from local or state governments. Right now, oil and gas companies are paying as much as $1,000 to $2,000 for equal amounts, and farmers say they can't afford to match those bids, causing them to lose access to water they may need. Industry officials say the effects on water supplies are exaggerated because companies don't and can't "snap up the rights to streams and wells at the expense of farmers or homeowners," Healy reports. Officials say they lease surplus water from cities or buy treated wastewater, and in some cases buy water rights directly from farmers or others. (Read more)

Researcher says nanomaterials could have 'profound' negative effect on food crops

Nanomaterials, which are created by manipulating matter on an atomic and molecular scale, may be harming the quality and yield of food crops, University of California researchers concluded in a report released in the online edition of Proceedings of the National Academy of Sciences.

The materials are being used in many consumer products,which  including shampoos, gels, hair dyes and sunscreens, which are washed into the environment. Researcher John Priester told Bobbie Mixon of the National Science Foundation that as their uses increase, the likelihood of nanomaterials contaminating food crops rises. "Conventionally treated wastewater is a primary source of normally nutrient-rich organic materials applied to agricultural soil, and farmers beneficially use this treated water and the biosolids from it as fertilizer," Mixon reports. "As nanomaterials become more prevalent, there is concern about nanomaterials buildup in soils and possible nanomaterials entry into the food supply."

There had been no previous study of the affects of nanomaterials on a soil-based crop, so researchers grew soybeans, a major global commodity, in soil containing high amounts of nanomaterials. They found that two nanomaterials -- cerium oxide powder and zinc oxide -- "could profoundly alter soil-based food crop quality and yield," Mixon reports. (Read more)

Isaac could bring some help to worst drought area

Tropical Storm Isaac is expected to become a Category 1 hurricane and may cause widespread damage along the Gulf Coast, but as it moves inland, weakens and dumps its moisture, it could be a welcome visitor to one of the most drought-parched regions of the U.S., notes Ron Scherer of The Christian Science Monitor. "Although it is probably too late to help this year’s harvest, agricultural experts say the rain could help recharge the soil for next year’s crop in Illinois, Indiana, and Ohio," especially winter wheat, Scherer writes. "It could also add needed water to the river systems that drain into the Mississippi. And by adding moisture to the air, the storm may also set the stage for more rain in the future in some drought-affected areas."

Scherer quotes Dale Mohler, senior meteorologist for Accuweather: “Everyone will welcome this rain. The benefits outweigh the negatives.” But Bill Lapp, president of Advanced Economic Solutions, an agricultural consulting firm, said the rain will come not only too late for this year's crops, high winds "may knock down crops already weakened by the minimal moisture, increasing the harvest losses," Scherer reports.

Drought likely to add delectability to Midwest wine

The ever-optimistic are out there. And they are growing grapes. Most of the grapes in Glenn Warnebold's vineyard in Missouri's picturesque wine country this year are about two-thirds of their usual size. Others have been reduced to raisins by the drought that burned up many crops across the Midwest this summer. Yet, writes Jim Suhr of the Associated Press, Warnebold figures it could be a good year with the drought concentrating the fruit's flavors and sugar, which will turn to alcohol during fermentation. His red Norton and white Chardonel grapes, while small, hold the promise of standout wine from a region better known for corn and soybeans. "The fruit will be better, overall, for reds and whites, then last year, when it was wet," said Tony Debevc, who has a 170-acre Ohio vineyard. "If it continues to be dry like this, the wine industry will be better overall. And personally, we can expand in the red category, and it wouldn't necessarily be a bad thing."

But Suhr notes that not all is rosy. The drought has still stressed the vines, making them less likely to survive a harsh winter and produce next season. The harvest will almost certainly be smaller too. Warnebold figures he will get 2,500 cases of wine this year -- 1,500 less than what he typically might expect -- from his six-acre vineyard atop a bluff overlooking the Missouri River.

For those who understand this kind of talk: This year's wines from America's heartland "will be nice, fruity and very approachable and soft on the palate," predicted Diego Meraviglia, vice president and education director for the California-based North American Sommelier Association. But he believes the drought has cost some grape varieties complexities that may hinder the wines' abilities to age, meaning "you have to drink them within a year or they'll go bad." Warnebold, for the record, was none too impressed with that analysis. "I've been to a lot of wine conferences with a lot of wine experts, and I've never heard that theory before," he said. Brad Beam, an Illinois Grape Growers and Vintners Association enologist, downplayed the debate, saying "a lot of our wine is best drunk on the young side anyway." No matter. Seems it might be long debate, with a lot of talk about the drought conditions being more or less a common thing in these parts from here on in. That talk, of course, has the winemakers discussing whether to irrigate or not, and if so, how much, and, then, how much better their reds can get.

What about sorghum? Under-appreciated, drought-tolerant staple crop can also be turned into biofuel

As the worst drought in decades shrivels U.S. corn supplies, some are seeing the virtues of sorghum, a cereal grain that is a minor part of the U.S. harvest. As the climate changes, experts believe the drought-hardy food and fodder crop may become more popular. Steve Baragona, a Voice of America reporter, found a believer in Nebraska farmer Fred Propkop, above, whose corn and sorghum crops were sown side by side. One is green and lush, the other brown and lifeless.

Years like this one are why University of Nebraska researcher Ismail Dweikat is a passionate advocate for sorghum, an under-appreciated crop. In hot, dry regions of Africa, sorghum is a staple food. Its waxy leaves and deep roots are better suited for dry climates than corn, and Dweikat says that's going to be increasingly important. More droughts are expected worldwide this century as climate change warms the planet.

Sorghum also has potential as a biofuel crop. Dweikat says sweet sorghum, grown for its sugar cane-like stalks rather than for grain, can be turned into ethanol more efficiently than corn. (Read more)

Natural-gas boom begets frac-sand boom in Wis.

The boom in natural gas drilling has caused a boom in one type of sand mining. Round silica sand is used in the process of hydraulic fracturing to hold open rock fractures so gas can be released. The sand boom is perhaps at its height in west-central Wisconsin, the largest producer of "frac sand" in the U.S.

There are no official employment figures for the frac-sand industry, but Kate Prengaman of the Wisconsin Center for Investigative Journalism used job-site estimates to calculate that when current and proposed mines are fully operational, the industry will employ about 2,780 people. The number of permitted and proposed frac-sand mines has doubled to 106 since last year, but sand isn't "instant money," Prengaman reports. It's expensive to transport, and local officials are charging sand companies for wear and tear on roads. The state Department of Transportation estimates the industry could produce about 50 million tons of sand a year, Prengaman reports.

Some residents are concerned sand mining will hurt air and water quality, local infrastructure and tourism. They have mounted protests and lawsuits to combat alleged wrongdoing by the industry. Local officials and industry representatives say sand mining will help local economies and increase jobs, echoing local battles in other parts of the country surrounding gas drilling. (Read more)

Tribe divided over tapping their lands' resources

There is great beauty on the Blackfeet Indian Reservation in Montana, writes Jack Healy of The New York Times. "But there is also oil, locked away in the tight shale thousands of feet underground," and tribal leaders of the Blackfeet Nation "have decided to tap their land’s buried wealth. The move has divided the tribe while igniting a debate over the promise and perils of hydraulic fracturing, or fracking, in a place where grizzlies roam into backyards and many residents see the land as something living and sacred. "Oil exploration here began in the 1920s, largely on the plains along the eastern edge of the reservation, but it died off in the early 1980s. Over the last four years, though, new fracking technologies and rising oil prices have lured the drillers back, and farther and farther west, to the mountains that border Glacier National Park," Healy reports. "It is an increasingly common sight for tribes across the West and Plains: Tourist spending has gone slack since the recession hit. American Indian casino revenues are stagnating just as tribal gambling faces new competition from online gambling and waves of new casinos. Oil and fracking are new lifelines. One drilling rig on the Blackfeet reservation generated 49 jobs for tribal members — a substantial feat in a place where unemployment is as high as 70 percent. But as others watched the rigs rise, they wondered whether the tribe was making an irrevocable mistake."

 “These are our mountains,” Cheryl Little Dog, a new member of the Blackfeet Tribal Business Council, the reservation’s governing body, told Healy. Pauline Matt told him, “Ity threatens everything we are as Blackfeet.” But tribal leaders think "Oil wealth could be more lucrative and reliable than any casino," Healy reports. But to find the opposing view, Healy drove just five miles toward the mountains. The divisions are more than disputes over the economy and environment — they represent two visions of the land where Blackfeet members have lived for centuries. It is a division without compromise. Poll: Rural Nebraskans support Keystone pipeline, but want it away from Sandhills, Ogallala Aquifer

Most rural Nebraskans are in favor of building the Keystone XL pipeline, but want it to avoid the ecologically sensitive Sandhills region and the Ogallala Aquifer, according to the latest Nebraska Rural Poll.

Of the more than 2,000 people polled, 65 percent said the pipeline should be built away from the Sandhills and the aquifer, Art Hovey of the Lincoln Journal Star reports. About 61 percent said the environmental risks of building it would not outweigh the economic benefits. Keystone XL builder TransCanada, initially proposed a route that would cross the Sandhills and the aquifer, but after much push-back, changed the route to avoid most of both areas. Though the poll only surveys Nebraska residents, the impact of the Keystone pipeline, if built, would reach rural residents from the Canadian border to the Gulf of Mexico. The survey was conducted by the Center for Applied Rural Innovation at the University of Nebraska. (Read more)

As drought keeps expanding, state officials try to help people with dried-up wells

Here's a follow-up to our report this week about the crippling Midwest drought drying up water wells used by people living in rural areas. There's no official number of wells that have gone dry, David Mercer of The Associated Press reports, but state and local government officials, well diggers and water haulers across the Midwest say there are many more dry wells than in previous summers. Drought has caused wells that typically go dry in late August or September to stop producing in June.

Many are forced to dig deeper to find water, and the deeper the well, the more expensive it is. Mercer reports the cost ranges from several thousand dollars to tens of thousands for more extreme cases. He also writes that laws in at least two Midwestern states are determining how residents can regain running water. In Indiana, the Department of Natural Resources is going to determine the extent to which large water users are responsible for residents' wells drying up and make them proportionally share costs of repair. Missouri state officials will help farmers pay to keep their wells wet. They've already agreed to spend more than $18 million on 3,700 wells. (Read more)

Small towns watch as lower Mississippi's heavy traffic is slowed by near-historic low water levels

A year after near-historic flooding affected some of America's legendary small towns, water levels on the lower Mississippi River are at near-historic lows. In July, water levels in Vicksburg, Miss., Memphis, Tenn., and Cairo, Ill. (at the confluence with the Ohio), dipped below those of the historic drought of 1988. That’s affecting everything from recreation to commerce on the maritime superhighway to rthe drinking water in Louisiana. The biggest impact, reports NBC News, may be on shipping. “It’s getting near critical,” said Austin Golding, a third-generation co-owner of Vicksburg-based Golding Barge Lines. “Without more rain, we’re heading into uncharted territory.” (Associated Press photo, near Vicksburg Aug. 6)

Barges on the lower river carry about $180 billion worth of goods and 500 million tons of the basic ingredients for much of the U.S. economy, according to the American Waterways Operators, a trade group. The river carries 60 percent of the nation’s grain, 22 percent of the oil and gas and 20 percent of the coal, according to the trade organization. The low water levels force barge companies to lighten their load by about 25 percent so barges ride higher in the water. In some places, the Mississippi is a one-way river, as barges heading north have to wait for traffic headed south, adding to the costly delays. The result: Millions of dollars in higher shipping costs, ultimately paid by consumers. (Read more)

Week's start on drought news: Wells dry up, crop insurance helps, pot shrivels, some areas gain

"Everyone, most everything, needs water," Rick Montgomery of The Kansas City Star wrote Sunday in the first installement of his three-part series, "Chasing the Drought." "We just can’t always expect it to be there, not as the world’s population grows and its moisture content stays the same."

So begins the week's reporting on what is fast becoming the topic none of us can escape.

“This year’s drought is a great opportunity to look at the plans in place and better prepare for the next drought,” Michael Hayes, executive director of the National Drought Mitigation Center at the University of Nebraska told Montgomery. The reporter has traveled through seven Midwest states and "met with farmers, beef producers, worried weather experts, park managers and policy wonks" to find out how each would try to avert some of this pain down the road, if it can be averted. How much impact? Today, 36 states are projecting water shortages next year. For regulators, it's hard to limit the use of the essential resources, especially in states like Texas, where groundwater is part of your private property. American Public Radio's Marketplace visited Happy, Tex., a small town in the Panhandle that knows what it's like to run out of water. (Read more)

You can add residential water wells to the list of casualties claimed by the Drought of 2012, reports the St. Louis Post-Dispatch. "For months, farmers have been forced to drill deeper wells to water parched crops and feed livestock. But in recent weeks, homeowners across the state have reported that they can't perform basic tasks such as doing laundry or washing dishes, let alone even think about watering their flower beds. It's a difficult problem to quantify, because most private wells go unmonitored."

While the government has slashed its estimate of the soybean yield, made only a month ago, to the lowest level since 2003 and its estimate of the corn yield to the lowest level since 1995, Agriculture Secretary Tom Vilsack says 85 percent of farmers are covered by crop insurance, The New York Times reports.

It's safe to bet that these farmers aren't covered: Lauren Pack of the Dayton Daily News and John Caniglia of The Cleveland Plain Dealer report that the state's marijuana crop has suffered horribly in the drought. "The potent plant that thrives in fields and wooded acres across Ohio has suffered through an unusually brutal summer," he writes. Of course, the drought is good news for farmers in places where it is absent, because it has driven up prices, but those effects can be broader and indirect, in areas where grains are not major crops. In western North Carolina, award-winning editor Jonathan Austin of the Yancey County News found a way to make the national story local in a region that is getting plenty of rain: "Some area farmers may want to consider taking a chance by buying some of the cattle flooding the market in the Midwest. The impact of the drought on food prices could also lead more residents to begin shopping locally," according to North Carolina State University's Arnold Oltman, a professor of agriculture and resource economy. Austin also reports the region's "availability of water may prove to be an economic boon to microfarmers, beef growers and others who look to the land for at least some of their income." (Read more)

Crop scientists are breeding – and farmers are raising – plants and animals more tolerant of drought

Across American agriculture, farmers and crop scientists have concluded that it’s too late to fight climate change, writes David Pitt of The Associated Press. They are responding with a new generation of hardier animals and plants specially engineered to survive, and even thrive, in intense heat with less rain. Cattle, Pitt reports, "are being bred with genes from their African cousins who are accustomed to hot weather. New corn varieties are emerging with larger roots for gathering water in a drought. Someday, the plants may even be able to "resurrect" themselves after a long dry spell, recovering quickly when rain returns."

"The single largest limitation for agriculture worldwide is drought," said Andrew Wood, a professor of plant physiology and molecular biology at Southern Illinois University. Kansas farmer Clay Scott is testing a new kind of corn called Droughtguard as his region suffers through a second consecutive growing season with painfully scarce precipitation.

The urgency also is evident in Texas, where rainfall has been below normal since 1996. Crops and pastures were decimated in 2011 by a searing drought, and some got hit again this year. Ranchers have sold off many animals they couldn’t graze or afford to feed. Cattle inventory, at 97.8 million head as of July 1, is the smallest since the U.S. Department of Agriculture began a July count in 1973. At least one rancher is now breeding cattle with genes that trace to animals from Africa and India, where their ancestors developed natural tolerance to heat and drought. (Read more)
